I have been doing some rank grinding in Europe 1815 as Italy and looking at the overall average damage output of each general and found out that the output of infantry (Oudinot on machine gun with a ferguson rifle) is around 20 dmg lower than Lan/Golitsyn without weapons. I decided to regroup Oudinot because of that and I don't think I want Victoria as my final general. I was thinking of regrouping all the move trainers now while I have free space and finish with Moreau.

Victoria is differnet from Oudinot because she is inf-navy, you might need navy potential for SNS campaigns. Oudinot<Lan&Golitsyn on blank unit should be just your feeling, but actually they are the same unless you are using British or Austrian system.
Still, my question: Do you have Sophia?
A. If you do: Get Sophia, regroup Sophia&Lan's navy also, end with Victoria/Lasalle. If you don't want to regroup Sophia's navy, then just end with Victoria. B. If you don't: Get Murat(if you are willing to s&l)/Sulkowski(if you don't)/Savary(don't s&l and want it better on navy), regroup Lan and Murat(if you buy him, not necessary)/Savary on navy also, end with Grouchy(don't have rank booster)/Scharnhorst(do have rank booster). If you want to end with Murat: Buy Ushakov, regroup him, and end with Murat. If you don't want to regroup Murat's navy/don't have Murat, you can consider ending with Collingwood or Ushakov.

I think the best way to make Infantry more relevant when conpared to calvary would be to make a skill for generals where Infantry can keep attacking and/or move after destroying an enemy unit. Another idea is to allow infantry to take the space of the enemy they just destroyed so that attacking cities w/ infantry is not such a tedious and cumbersome job
