Half the HRE missions were the same exact thing (Leipzig). So there goes my vote for worst. France is always fun to play IMO, so that's a winner

HRE is the worst (even worse than SNS). Best is Eastern Overlord it's easier than HRE and has better scenarios

Eastern overlord scenarios were original and fun. HRE was dull and had many redos of Coalition missions and knock-offs of Imperial Eagle's last few missions

As opposed to 4 missions in a row in the same field with the basically same targets

Hammer and Anvil was you as a different country than Never Surrender. Honestly it was kinda just a hard version of the Rise of America mission Final Battle was somewhere in between War of Glory (coalition) and Road to Hell (America), but hard Trade Blockade was a straight knock off, as was battle of the Nile
