They do add damage (not listed in unit stats) bit I'm unsure on how much. Movement stars allow a general to move more hexes and retrain(don't know what they're actually called) allow a general to increase rank(chevron next to unit) and get some health back.

A few threads above, there is a sticky one called Output Formula And Skill AnalyisThere, all your questions regarding damage are answered. In your case the answer is: each star gives 5 extra damage with a general above 50% health. Below 50% health the extra damage is reduced.

You do kinda have them, they are only for eye covered generals though
