Very interesting, but the price is a little too high for the situational skills. I'd buy if he's around 2100.

Redenation to buy him:
Cheap tank general. Great for beginning. Also good infantry stats. so with badoglio and him, you have the perfect starting team!
Skills are also great for survivability.
Redenation to not buy him:
Vatutin aint that much more expensive than him. Also his skills are for survivability, but those skills wont save his 70 health. Also no output skills which is terrible. And who needs a beginning infantry? Definitely not recommended

Redenation to buy him:
Tank air general with decent output, but his real talent lies in staying in city. Wirh street fighting lvl4 and economic expert lvl3 he fits that role. He needs some health however, hell be your endgame göring. Yes his movement is lacking, but armored car will fix that
Redenation to not buy him:
Yes he has more output than göring, but göring has way more health. And since air generals are usely a bit away from battlefield, lives > output, yes lives can be fixed. But he is already expensive and that would make him even more expensive. And air generals are usely used for air strikes, göring deals as much damage as him on that b

I would buy him for endgame, due to his anti-tank, explosives and supply his output is good enough, not the best but good enough.
And after attacking he can do air strikes, hes a combination of both. I think you can cone pretty far with guderian, patton and him.
Btw he looks a bit like patton to me

For me, a land-air general should have fast movement to keep close support to the frontliners. Also, putting him on armored car means his combat capability will be reduced. His health is way too low with that price. And he don't even have some tank skills.
