I've got a lot of reservations! Dutch and British and Sweden! Hands full can someone take one or two countries from me? I have 5 currently. Spain - mine. Austria - mine British - can be taken by anyone. Sweden - same as British. Dutch - same as Swedes.

We agree to a Bolivian controlled nation-Lose 10 prestige, inherit Bolivia. Peru will control this new confederation-Gain 30 prestige, inherit Bolivia, Bolivian rebels rise up in Bolivian territory. We deny their request-Lose 10 prestige, at war with Bolivia.
Canadian Rebellions! In 1836-1837, Canadian rebels rose up in Lower and Upper Canada (Modern day Quebec and Ontario). Many in our government believe they are inspired by the ideals of the American Revolution, but there is no evidence to claim that the Americans have supported it. If we give the Canadians autonomy, we could end these rebellions fast. We will crush the rebels-Lose 5 prestige, rebels gain control of Ontario and Quebec. We will grant the Canadians autonomy-Gain 5 prestige, release all of British Canada as a Vassal.
Rise of the Carlists: The Carlists were a Spanish political group which wished to see the Spaniard Carlos assume the Spanish throne instead of Isabel II (Whose supporters were called the Christinos). The Carlists were more reactionary than the Christinos, but at the same time they promise a return to Spanish greatness. We can expect turmoil for ages-Carlist rebels rise up in Catalonia and Basque.

Loss for Spain will come but late, as well as turns as I'm going to a family get-together. Edit: losses for Spain are 2+3+0=5

It means that rebels will spawn randomly throughout the game. You can let them win, but then Christinos can also rise up if you have a Carlist government.
