Creating a world war might not be the smartest move, I will be diplomat Talleyrand and try to solve this like I tried with Belgium 1830. Also, IDK if you guys are doing the table talk thing in private messaging, but so everyone knows whats going on, please do put everything you're typing on here. Secret deals regarding the conference can be done in private, but for the most part, all stuff should be shown in public.

Despite the fact that we have defeated the Carlists in the North already, they keep rebelling. By this point, the movement is so widespread that some of our own government officials have turned against Queen Isabella II in favor of Carlos. What do we do?
The Queen is the real monarch, and we won't have some pretender be put on the throne instead-Carlist Rebels spawn in Catalonia
If we put Carlos on the throne, maybe this will end? Maybe?-Country changes to the Spanish Empire (Note that more of these events will occur if you choose this option and there could be events regarding the monarch's relations with its other neighbors).
Side Notes:
4 more years until current Crisis will erupt into a war. (Also, only one crisis can be active at one time. There can never be two crises occurring at once.)

2,3,4,5,6,7: 6 ironclads built on the coast of Cusco, 4 of them grouped to form the Cusco Defense Fleet and the remaining 2 grouped into the Piura Defense Fleet.
