Can anyone explain what these items do and how to get best use out of them?
I'm trying out both and neither seems to be having any noticeable effect, although I'm sure something is probably happening! Either that, or I'm not using them properly.

I'm fairly sure they increase the speed at which your generals gain rank and nobility

The crown rapidly decreases the time needed for your general to rank up. I found it in Austro-Turkish War in the HRE campaign in Vienna. I personally would not recommend it since a snare drum or war horse is 10 times better

On War (or originally Vom Kriege) gives your general's units more experience. I found it in battle of nations mission for HRE. I don't know if you have reached these missions but if you did then use a trade general like Arnold or a once upgraded Berthier

In conclusion, I'd get a snare drum (Battle of Jena (Imperial)/Fury of Prussia (Imperial) or just a war horse (Egyptian Campaign, Imperial)
