Is really Panzer Leader or Aetillery Leader worth it? It's only 16% chances to make a fatal blow

It does not sound worth it but I feel it triggers quite nicely. And assuming that the fatal blow does a multiplied damage, its effectiveness will be scaled with other skill which is very nice.
