I'd say it's better to use Manstein on tank, only in Tank we have plenty of solid guys (Guderian, Patton, Rommel, Vatutin) whereas on Artillery we have few, and none are perfect (Badoglio and Bai have low output, Konev is pricey, Govorov is slow).
