Does the level of intelligence also vary by country? I see in the earliest American campaign the United States waits until the hessens approach Philadelphia and right as they surround the city, Washington moves to attack Howe. Also Döblen when attacking Copenhagen, he will choose to attack from the sea even when there is space to attack from land.

If you watch that Döbeln, he actually gets lost in Norway and just kinda stops doing anything at all.

First of all the title is misleading. It's actually artificial stupidity and yeah they do some really stupid stuff It reminds of the American Conquests where the annoying A.I. always goes on the bottom-right edge of the Map(Atlantic Ocean) and does nothing but stays there. Due to that, you will be forced to waste many turns just to hunt them down. Really annoying. Not sure if it happens to everyone though.

Something that annoys a lot is damaged troops and ships piling up in the corner and staying there or attacking neutral countries even when are under enemy attack

Especially irritating if that ship happens to be an admiral, like Ver Huell or Collingwood
