You know how there are three tabs for generals? Can I assume it's sorted by tier? Also, are all the generals/trainers I want in the second tab (the only one I've been refreshing:P)

The cheapest trainers are in the lowest tab (most generals per refresh) but there is not an artillery trainer in this tier. There are also trainers in the middle, including artillery, but they are quite expensive. There is also "trainers" in the highest tier, but use them as a trainer only as a last resort (i.e- training their immediate replacement) as the third tier has the most expensive and worthwhile generals

Diez, Dumouriez, Kutaisov, Arnold are great from tier-1, Quosdanovih, Gazan and Zakrevsky could be considered if you cannot find those. Scharnhorst, Sulkowski are great ones at tier-2. Raevsky can be considered if you really want a tier-2 cavalry but cannot find Sulkowski.

I didn't know which, I have never seen him. I was stating the fact that he sounds like an effective general for either tier in my opinion. There is no correction needed in this case
