Soviet Union.
Basically nuke-take all of Europe + some super tanks, use the two infantry gens in Asia to take Japan, and then the rest of Asia. And when the time is right, invade North America from the pacific and the carribean.
(Tip: you can take Havana back, and as long as there isn't any units in Havana, NATO won't be interested in taking it back.

I like to choose Saudi Arabia. But make youre your ion cannon tech to make it successful. Otherwise you'd get nuked to death. Try getting Mosul because Ridiah and Medina have no industry. You have 2 midium-decent Generals but they won't survive long.
