Culture:
Each province has a specific culture. So, for example, the culture of Helsinki in Finnish, the culture of Hamburg is German, the culture of Sao Paulo is Brazilian, etc. etc.
Every country has a specific culture. The culture of your nation is determined by the culture of your capital region. So lets say, for example, that the entirety of Spain is Catalan except for Madrid, but Spain's culture is not Catalan as the capital, Madrid, is Castilian culture. There could also be events which can add or remove accepted cultures from your nation. So beside your primary culture, you could also have cultures which you accept as well, such as Austria-Hungary having German as its primary culture, but then having Hungarian as an accepted one.
Provinces which you own that have your primary or accepted cultures would get some sort of pop advantage (like maybe you would get 50% more pop in a province with an accepted culture of yours per round compared to a normal province), while provinces that you own which don't have an accepted culture of yours are just normal provinces.
