Is lvl 5 movement worth purchasing for an artillery no eyes? I have artillery and movement at 4 and skills maxed.

For rocket Artillery it will. Therefore worth it for me since I like to put generals on RA

The fifth movement star allows your arty general to move 4 hex with rocket artillery. This is pretty handy because you can pick a nice angle to fire rocket for maximum damage.

If you mostly put him on:
FA=no need.
RA=upgrade it.
