hi guys i want to know why we dont use this skills panzer leader and artillery leader when we made our artillery and tank eye covered generals ? is this skills are not useful ? can some one explain this to me and thanks a lot guys .

Leader skills raise the chance of a max attack. The max attack isnt higher than you can attack without the skill. It only raises the odd. And in comparising with other skills, like plain fighting or barrage, it aint worth it

I'd love to say they're worth it, but they are, as Netherfreek told you, not worthwhile.
Their effect is mathematically low, usually. And they trigger infrequently. Better off getting other stuff

You can take Ace Forces or Street fighting (Street fighting for aliens conquest, ace forces for other needs), but not artillery leader

Here's for clarity's sake:
These are the stats for units with largest min-max damage difference (max-tech):
Commando: 27-43 Super tank: 35-55 Field artillery: 31-63 Battleship: 31-63
Let's take field artillery. His base damage varies from 31 to 63, with average 47 and range (max-min) 32.
Assuming that every base damage has the same trigger probability, the probability to trigger max damage without leader skill is 1/33 (3%).
Leader skills add 16% to this probability, making it 19% for field artillery. Now, let's see how much this 16% is actually worth of.
Let's say artillery leader triggered. What was the base damage before it triggered? No one knows. Could have been 43, 54, and etc. Whatever that was, now it changed to 63. In order to measure how much it increased, we compare the average and the max.
This is the average damage increase when leader skill triggers: 63-47=16.
But remember that the skill only triggers 16% of the time. So when we multiply 16 by 16%, we get: 2.56.
Yes. 2.56. That's how much leader skill increases your output on average for field artillery. That's going to be less for other units. Compaer this to other skills: (plain fighting +20) / (guerilla +8) / (explosives +32) / (artillery barrage +24), and you'll see how insignificant it is.
