He's not the best hybrid. Navy hybrids are unadvisable (Most navy missions are actually dependant on high hp of your general, not the skill).
The best non-emblem navy hybrids are, Savary (Cav/Navy): Fireproof and Spy are very useful at sea, especially with coastal fort. At cavalry, he is the equivalent to Murat without s/l. Sophia (Art/Navy): Siege Master and Spy are quite effective in conquest. Useful against forts, cities and ports.
Other recommended navy hybrids are Ushakov and Collingwood. Ushakov has an acute lack of stars, while Collingwood has worse skills.
In summary, there are better navy hybrids. If you're willing to spend money pick Poniatowski.

if you want a hybrid, just get poniatowski, he is the best but he costs money. If you are not going to spend money, then don't get a hybrid, just stick with specialized generals for cav or artillery

Jean-Luc Picard IMO an acceptable tier-2 hybrid (+Sophia) set would be something like this: First buy is Yermolov, then use him to get Sophia, regroup Yermolov to Sophia. Buy Savary, then buy Jourdan/Yermolov. Wittgenstein as last slot. End set of Sophia-Savary-Jourdan/Yermolov-Wittgenstein. Not recommended though.

What a legend. I like him in game too as a navy artilleryman, but I tend to have controversial opinions, mostly because I have too much time and money put in this game

These people are what I think the best tier-2 hybrids are. Also, I chose Wittgenstein as last slot filler because of his stars (5 inf/4 cav).

but why would you have those generals when you can have better ones. I don't think it's that hard to get isabella and sophia, i was able to do it with just 2 generals and no items. Lan will need more but by the time you try to get her, you should be ready.
The best thing to do is just get 3 or 4 princesses depending on how many slots you have. You would only want the 3 elite and Sophia. Then get golitsyn and another art general like scharnhost, or berthier upgraded, or kate
