Actually Itagaki is not that bad Yeah... but Vatutin. Way cheaper. Given a choice, who would you choose? Also, his IRL track record. Actually Itagaki is good enough for campaign and most conquests, so he is good enough to replace vatutin

Here's my opinion about Montgomery... - At first, he's suck; weak skills, expensive - Only starts with high rank. Since other can be promoted, this is just to save some medals (well, already paid a lot in the first place).
But after I find myself playing a lot of 50/60 conquests - I prefer Supply skill to other skills by a large margin because however strong your generals are, they will be crippled with nukes in a few rounds. - Strong general such as Guderian or Patton would be not so useful when they are near dead. - That's when Montgomery did pop into my head. Since AI rarely nuke injured general, Lv 4 Supply allow the nuked general to be able to get back in action. - What I normally do is to put a general w lv4 supply on super tank in a city. He'll be nuked in no time. With the defense from the city, he will not be almost dead but injured enough to not lure another nuke. - This means in 50/60 era, I can keep Montgomery active in the front line until the end of conquest. - So now, Montgomery is my top pick for my tank generals since I mostly play 50/60 conquests. - Well, I did not buy Montgomery since I decided to spend the medals on another eye-covered dude. But if I had not build my eye-covered dude, I would have bought Montgomery.
PS. In 50/60 era, I usually pick my third eye-covered dude (2* tank, supply4, plain2, explosive2) over Guderian for commanding super tank for the reason stated above.

Even with that i would say itagaki>montgommery sonce itagaki also has explosives which fit him more than montgommery on conquest. Especially for his price
