The Early Paulus Captures Stalingrad
As we all know offense is the best defense. Your first goal as Romania in 1939 is using Dumitrescu and Antonescu to avoid Govorov and just push through into the Soviet Union. While on the way to Stalingrad recruit either an artillery unit to use in combat or an air general in case you need help. Attack Stalingrad first with Dumitrescu who should arrive earlier and then take the city after Antonescu arrives and deals the damage needed.
Romania has a lot to do with luck. If you are lucky then you can easily take Belgrad with paratroopers and Yugoslavia won't waste their whole money on sending one paratroopers to take your one oil field.

From Stalingrad move your two tanks north towards Saratov and then towards Moscow. If Zhukov hasn't spawned build many forts as soon as you arrive so you can snipe him from range with endangering your tanks.
In the south Govorov will attack at one point and what I did was use my artillery and air general to bomb everything out of Govorov. After he's dead leave some infantry to take Crimea while your artillery goes north to possibly steal Krakow. Don't feel bad, Germany constantly steals when I play as Romania.
Also if Greece is able to defeat Bulgaria just air strike Papagos and he should be no threat.

By this time you and Germany should be pushing onto Kiev and Minsk with artillery and air support for your infantry attacking. The two cities don't have a huge strategical value but they can bring some money. Moscow however is vital for you. Luckily Antonescu and Dumitrescu's tanks and forts should've weakened the city enough to be conquered.
With the Soviets out of the picture you have two ways to go. Either you go through Siberia, help Japan against China and the USA or go through Europe and help Germany against the allies.
What I did was a mix. I sent my main army into Europe and just defeated the allies in the last second at the Battle of Amsterdam. Also I have been lucky and the Japanese damaged Mongolia to the point where 2 motorized infantry were enough to defeat them. Currently Guderian is marching onto China, my main army is targeting the UK, I have two units far away in Jerusalem and New Delhi, and my navy is reconquering the Mediterranean.
