I only think that you get it when your generals has only 1/2 trade stars because when I had Bulow a long long long time ago, I did not remember him getting 5* in Business as he had 3*

Good thing is, most of the campaigns that we are getting good items do provide us generals with 3+* trade, except:
HRE scenario North America Landings, for arty atk +6.
EO scenario The Collapse of Russia, for inf atk +6.

With small ones it's also nice to win in this game. Untill I collect more medals for next Merchant he's fine with infantry as an help (and for buying/selling stars).
