I can easily get 2 inf trainers to rank him up tell me if I should replace dobeln with him?

If you can have whatever equipment you want, and have them fully regrouped, the only guy who can be compared to Dobeln is Eugene.
Yes, Eugene is weaker, -4 defense/6 attack is not good, but remember you are not fighting alone. 2 buds can let Eugene's corp deal at least 2 more damage than Dobeln, 4 more for every one more bud.
