Yes, Eugene is weaker, -4 defense/6 attack is not good, but remember you are not fighting alone. 2 buds can let Eugene's corp deal at least 2 more damage than Dobeln, 4 more for every one more bud.

That's an interesting way of looking at banner. It's very costly, though

I prefer lion flag for generals with drum/mass fire, and dragon for everyone else. Banner works because we are not fighting alone. Banners' corps can deal at most 20 more damage to a single unit, this can make a deadly strike.
The price is painful, but it makes a difference.
