Which one do you pick?
Arnold: Faster than Dowding by a hex on all units (4 stars vs 1) Has Navy star (Can be good on Carrier) Higher level fortifications
Dowding: Better skills (Econ expert vs Industrial Expert, Shelter Expert vs Defense Tactic) Cheaper (2030 medals vs 2100 medals) Good output on Artillery (3 stars vs 1 star)-good for aliens

I like them both, Arnold is great I think for mobile airforce command while Dowding is a great frontline strike commander, so I think it is an apples to oranges comparison, but I also spend waaaaaay too much money on EasyTech games, so my appreciation of the specific situational strengths are not really conducive to the average player. In the end I think Arnold is the better overall choice, except for against aliens.

I'd go with arnold, his speed and survivability makes him excelent at following the front line as you capture new cities
Also his skills are mostly of a higher level.

Arnold. Because speed. Dowding<Arnold on everything except arty, and he is too alow on arty.
