You don't need very good generals or ion cannon.
Round 1-10:
Keep produce super tanks in Munich and defend all your cities except Königsberg (you will waste your money if you try to defend it). Don't hurry to invade Hungary, if your army is not strong enough Budapest will be recaptured by WTO. In the North don't except Manstein to do much for you because he will be nuked, you need to produce super tanks in Berlin once the enemies are near. Produce nukes only when you have enough tanks in bavaria.
Round 11-20:
Try to offence into Budapest and defend it. Once Konev or the other Soviet generals are defeated, go for Krakow, then the north Romanian city. Produce supertank every turn in Munich and some nukes, you may need to nuke Konev and Rokossovsky away if you feel difficult. In the North try to steal Copenhagen (Soviets probably already capture it) and continue to defend.
Round 21-30:
You can now start to move South and East. Send one or two supertank to Kiev which shall be empty. You need to capture Bucharest and prepare your super tank army in balkan because the WTO huge middle eastern army is coming. Since they are all weak troops, supertank and rocket artillery work really well and can push them back. Try to capture Istanbul and Ankara if you can. In the North, you can capture Poznan (west Poland city) but don't waste too much money on it.
Round 31-:
Once you take Baghdad Tehran and Kiev you already won. Now send troops to Minsk then Moscow and Warsaw from two sides. The Huge Soviet army will start to fade out in Scandinavia without any backup (throw some missiles if you want). You can start to send some troops to North america to decrease the gaming time. The invasion of China and India will be very annoying, so bring a stronger army.
