generals I used when I completed GOG pacific war were
Vatutin, Govorov, Kuribayashi, Rommel
All generals that had gold stars. Ton of grinding but it ws worth it i tell you.
That was a long time ago so I am in no position to give good advice on levels.
I grinded by using save where my tank with general can take out multiple units in a turn.
