I thought Crerar has only 2 tank stars His skills also affect the percentage, acting as a bonus, maybe the bonus given by the plain fighting skills lead to percentage covered exactly 100% I think 0.0 |

Which is also why you need gens with good skills to play missions, not just good stars.
I thought it was pretty obvious.

May be a bug. And may be a feature. Something like all abilities give 60% in total and all skills give 60% in total, so you can get 100% even with less than all abilities/skills.
