He is good, but not that good, Yamamoto is multifunctional and he is good at it, he is best navy/air general and he can be used on arty, Manstein is good on arty and armored, and he can be used for inf too, guderian is best armored general in game, but he is useless anywhere else, govorov could be fourth or fifth best
