Oh Savary, he is a solid one.
If you want, keep the crew as it is and regroup them(Savary and Sophia for navy also, you might need a 5*business, regroup Isabela for that). Fill your last slot with Grouchy.

They are unecessary. You have Savary and Sophia, two good navy potential. All generals are solid navy generals as long as they have 5*navy.
