If they were fighting with tanks Germany would win as they had better tank strategies. If not, Rome would be better.

Charlemagne is set in early medieval/late antiquity, not really related to Ancient Rome since it was already sacked, and dismembered into nothingness by Vandals, Visgoths, Ostrogoths, Franks, Celts, Picts, Jutes, Saxons, and even Huns, etc etc more tribes, etc...
