General 1 has an insane amount of output, even valivesky is warned. Good air stars and health as well, he would be the best infantry general.
However, the other one can move 1 hex more on MI and is eligable on navy as well. Hes a little cheaper than general 1 but also overpriced. He got the right skills, but way too low...
For me its clear: general 1

For tank output is ofc important but no speed makes me sad.. So i choose the quickest 1

He also has good survivable skills but pales to general 4

This is basically a output&speed vs survivalability thing. I choose 1, just because he is fast(but wth is oil?).
