France is a horrible country in 1939 due to its multiple fronts and the lack of resources to deal with them. Therefore, your first step will be to pull Juan over to Dakar, then completely ignore N. Africa and Asia for the first twenty or so turns, except for the rare occasion where you think you can make a pass at a steal at Bangkok (UK and Nat. China will destroy Thailand on their own; the question is merely who gets it). Then, as with most 1939 starts, simply spam field artillery at suitable locations (although France has the luxury of spawning rocket artillery from Paris), which will most likely be Paris and Marseilles to push into the lowlands & Germany, and Italy respectively. Utilise your superior fleet of BBs to smash open either Barcelona or Rome (although I prefer the latter), then when Franco invades, either try to keep him on the oil well, or ignore him and just blast him with your artillery if he gets in range. You don't really have the resources to deal with Spain early on. Once you snowball off of taking Germany and Italy, it is mostly a question of spamming airstrikes to take out the rest of Europe, as well as mot.infnatry to send them over to Asia and stop Japan. Remember to send a hefty amount of troops to Japan, because it loves paratroopers and will overwhelm you in a war of attrition if you are not careful. If you want to take out Japan, yet not have to deal with micromanaging masses of troops, remember that paratroopers cannot land on mines, and that unbuilt forts will serve as a useful distraction for the AI to waste resources on, as well as providing firepower to take out enemy cities. Once you've taken that first airbase in China, you can conquer the rest of it through hopping through airbases, and then the only thing left will be to siege Honshu itself, as well as Australia/Alaska depending on how successful the AI was.
That being said, my honest advice? Screw it and play Germany. France in 1939 is a highly unfriendly nation for beginner; Even Poland has an easier time of it, believe or not, France's biggest weakness is resources, those 3fronts is ahandicap.

The multiple front can be an advantage if you can handle them all since you have access to every battlefields (like GB). I find France 1939 fun.
