I have Dumouriez, Kate, Sophia, and Fatimah and I'm trying to get Isabela, but can't. I tried HRE 1798, and I came really close. Is there a faster European conquest?

HRE is quick when you have 3 good gens. France/GB98 is easier to do fast for your gens

Nyet! UK 1798 best conquest! For the early game that is. HRE is still fastest though.

Fastest is no doubt HRE.
For the easiest:
France has decent army and generals, solid econ also, but it needs to face a lot of tough enemies.
GB has the best unit and solid generals, wide spreaded, but its econ sucks, and if the Russians forget that Polish heavy arty, it'll take a long time.
Russia can steal lots of HRE cities, with decent generals, but Spain is a pain, also you'll need fleet to kill Napoleon (and sometimes Marmont).
All of them have strengths and weaknesses.
If you are absolute beginner with nothing, France/Russia: France for ending econ, Russia for fewer enemies and beginning econ.
If you have some generals WITH a business general(Arnold with econ book/Nenadovic/max nobility Fatimah/someone else), GB.
