IMO, it's depend on how you eager to pay ^^! (don't count Victoria) If you want the best Inf and Hybrid and eager to pay / grind: Go for Suvorov and Poniatowski, best Inf and Hybrid Gens. If you want the best sole Inf: Suvorov If you want very good Inf and also can be used for other unit well: go for Lannes.

For me Lannes is the best cuz he's a hybrid and has skills that can be used in any situation.
