Although I don't recommend it, you can get Govorov for 1600 medals at Frunze Academy first. Govorov is one of the best generals in game, but can't do movement. If you're looking for speed + output, then Guderian.

Anyone who starts should get Ozawa-Badoglio-Govorov-Guderian in that order, IMO. But since you already have badoglio there is no need for Govorov just yet, so if you are feeling confident enough go for Guderian. If not, you can always get Ozawa to help reach Guderian

NetherFreek, Goring is great for 1939 and 1943, but i personally don't like him in any other era due to nukes. Might be able to get away with using him in 1975 though

I'm anti-Göring just because of who he was. I made my own general instead. I prefer to pretend it's an alternate universe where Goering was in Rehab and Govorov and Eisenhower can work together in Finland 1939.
