5 million Rebellious people, Quintus Fabius ? Surely he didn't take all of your states? Honestly, declaring your navy is in atlantic is weird. Surely a navy supporting the ocean adjacent to its only coastline, would have squadrons located in home ports? I know the German plan for war with America involved attacking the US navy and its base in Hampton roads Virginia. In conclusion to that, you should have had some ships ready. There might have been an US advantage, assuming the entire CSA navy could not assemble in time. But an US fait accompli? Thats weird. 2 Minor criticisms: I can't say Im surprised if the UK (a NPC) is helping you in this. Though calling a NPC in is an interesting move, to say the least. 2. I'm not sure how effective these literal rebels would be. I know that in 1865 the Confederate government collapsed, supposedly in part to prevent guerrillas to start fighting the US army. Of course, a lot more Guerrillas can be raised in a non thoroughly destroyed CSA then a beaten one. In any case, I'm sure the Guerillas will have some, maybe a quite major effect. But don't assume the effect be decisive. (I know that when Bismarck was still playing as Argentina, he used a single dice to see if rebellions would retake a state. That is just a little far-fetched, depending on how much you do it) I wonder if I should respond in the west before next year. My only action outside Brazil was strengthening the defenses. Perhaps one understrength attack would be in order, as he was so unlucky.

Perhaps it would consider itself willing to defend a new country, being aggressed upon so soon after receiving its recognition in war? I guess in 1848 AFTER civil war, king cotton might be more feasible than IRL. BTW, you still have slavery, right? In any case, UK support should be low. King cotton and the fact that the Tory party is pro-Confed True, but I just did a bit of research and it showed that the upper class favoured the Confederates while the majority of the population was on the Union's side. I would say the UK could send 10,000 men max.

I guess its no big deal, up to now Chile is not heavily involved in any war-no one is relying on it, and if they are its already worked out. Imperial RomeBall, I think I should reroll Idaho, as I still can't believe that I lost 130000 in one state (thanks to a stupid two!!)
