I never had that if I remember correctly. If I did, then Coalition and something else gives no emblem

That is what I remember though. Even now, I am still certain that I got my first emblem from my conquest, however, I also keep in mind that my memory might play tricks on me.

The first emblem is free - you have it from the start.
Then you can earn five other emblems: Imperial Eagle, Holy Roman Empire, Eastern Overlord, Rise of America, and Sun Never Sets.
So, after you complete all campaigns (not all 5-stars, but all with reasonable amount of stars) you can buy ONE tier 3 general for 6 emblems. Not everyone, though, some of them (Napoleon, Nelson...) cost 8 emblems.
