Actually they do. GB Battleships have better output than German Ironclad.
Prussian and Austrian navies are just crap(in original EW4).

I did it without a navy gen , I just put gens with navy stars or " navy " skills and used a kot of med kits

They are more manouvarable,I used like 7 of them in 1855 Russia.
For the Baltic Sea ,against the sweeds and they were very effective and I even had Economic problems I couldnt sustain that many fronts
