First things first, they are all equally bad. I only recommend Valivesky for output and Mannerheim for survivability. However, if you want a beginning infantry general that can last till endgame, Zhu D is your pick. From those below I would pick Budyonny, since you waste the least amount of generals.

They all share the same movement except for Koiso (2 and 1 star for infantry means the same). So schematically: Damage --> Budyonny Handle mountains and medals enough? --> Juin Survivability --> Paulus Price/quality --> Paulus/Budyonny
