Which uprades should you do for your free generals?

In the beginning, none. I save to buy generals, since that is much cheaper
By endgame, I upgrade
1 in Artillery, Move, Air, Barrage, Plain, Explosive, Supply, and Ace
1 in Tank, Move (but only 4*), Air, Blitz, Tide, Plain, Explosive, and Supply
1 in Artillery, Move, Air, Barrage, Plain, Explosive, Supply, and Shelter
All 3 raised in rank fully.

At the beginning none like picard said, a perfect eye covered costs 14670-17070 medals. You can buy 6 great generals with that. In endgame i recommend 2 artillery and 1 tank:
Tank: Blitz, Tide, Plain, Explosive, and Supply
Art 1: Barrage, Plain, Explosive, Supply, and defense
Art 2: Barrage, Plain, Explosive, Supply, and street
