By the time you have bought Badoglio and can afford even Govorov, you are in NATO/WTO, where Super tanks are plentiful. As for 2 Generals: 1) Badoglio and Guderian make 2 2) Some buy Ozawa in-between, which is a wise idea, since air is valuable 3) You either buy Guderian followed by Govorov or Govorov followed by Guderian. The former puts the 3300 medals saving in an earlier phase of the game Sorry, I thought you mean to buy Guderian first. Badoglio and than Guderian... Here can be different opinions (keeping in mind that Govorov costs 1300 medals less). For conquests for sure it is worth. But for campaigns it's better to buy art gens first. For NATO/WTO (where help is needed before you start aliens), Tank is better. One can have Govorov, Badoglio, Guderian, and maybe Goring by Aliens

Instead of Goring I have upgraded air for my EC (yes, that's expensive, but with my farming/playing ratio I can afford it).

The best general for before 500 would be Greim ( Berlin ) , 4 star air and 1 star arti . But Ozawa , is about 100 above only and come with 4 star navy but 3 star air . Another general of my preference is Wingate , having lv4 raider and lv4 jungle fighting but his health is way too low ( a cheap guy for mission) . Usually, it is recommended to save for high-grade generals (Ozawa is as low as one should go). Wingate is thus only an end-game mission guy. Greim, like you said, loses to Ozawa indeed. For China community , some people prefer Greim over Ozawa due to historical reason And Hasley over Yamamoto ( historical reason as well ) .
