I also generally attack cities before the capitals which I think is a mistake. Should probably go for the capitals first. I believe that it is a mistake. In my view, to attack the capital you need many strong soldiers because of the general and due to forts and a factory. Especially so in Paris, London and Berlin. London because of the less space and the river, Paris because of the factory and forts nearby. Combine them with a stable and a city, you get Berlin. Hence first taking the facilities surrounding them is better I feel. It gives the troops extra space, shortens supply lines and removes the thorn in the middle.
