I got victoria for that amount of campaign progress.!!!!!!
I got isabella with 110 stars in campaign , 38-40 turns and 91XXX food/17xx industry/8xxx food.
I played as france 1798.Increase the general rank and nobility

I unlocked Isabella at 38 rounds in 1798 with Britain,don't remember resources,and I think I got her pretty early in the game.I don't remember when I got her but I do remember that I used her in battle of eylau.And campaign progress is also important.Now I'm trying to get sakurako with the same save(I think it's my lucky save<3).
