NetherFreek, Erich von Manstein are you know this? Maybe if Plain trigger in all terrain (except sea and elevation/mount) add +5 every level If City trigger in the city add +2,5 damage every lv

City fighting is very good against aliens. Against humans in most cases is better to stay away from cities to avoid bombing. Assuming you already have supply, plain, explosives and barrage, this is the best choice.
