I think there's no condition but time.

It's a certain date. You just have to wait for it, this will come. Make some missions or a 1939 conquest, and it will be quick.

Try doing this 1-Do missions 2-Do conquest 3-Do the different Activities 1 activity usually ecuals 2 days.
