WTO is short for the World Trade Organization. That organization is a part of the UN, unaffiliated with the USSR and Communism, and utterly lacking any military forces. The USSR and Communist allies were members of the Comintern, a non-military organization, and the Warsaw Pact, a NATO-like treaty.

They might as well use FBI and it would make no less sense

I didn't know what WTO was so I searched it in google and result that came up was World Trade Organization I was like "what?"

In China, Warsaw Pact is called 华沙条约组织. 华沙=Warsaw, 条约=Treaty/Pact, 组织=Organization. Therefore, Warsaw Treaty Organization=WTO. BTW, both Warsaw Pact and Warsaw Treaty Organization work, but obviously Warsaw Pact is more widely used.
