39 Germany spawns Weichs and Rommel constantly in Vienna and Cologne on specific turn. If you capture city before that, gen is not spawned elsewhere. Also Rommel is spawn in Cologne in heavy tank, where is only lvl 2 factory. May be with other gens situation is different, but at least these two are spawned constantly and only in these cities, that's for sure (I'm now trying to clear 39 USSR as fast as possible and these two make me problems, so I notice them).

Every general spawns in the same city and on the same turn. Capture cities quicker to prevent spawning. |

Every general spawns in the same city and on the same turn. Capture cities quicker to prevent spawning. I see. That's why I pay attention to it. Rommel in super tank can slow down for some 2 turns. |

But while you fight with Germany you need to take care about Romania and Japan too, which makes impossible to prevent spawning of all gens (at least without ion canon, which I have at lvl 1). However, only Rommel is a big problem, all other gens are not a problem, at least those, which are spawned by 8th turn (for now this is the time required to beat Germany for me, if I'm lucky, it takes 1 less turn). |

But Rommel slows me down, so I don't let him to be born. |

I can't wait until he dies, my plans are to make Soviet Socialistic Republic of Germany on 7th turn. May be as exception on 8th. But Rommel lives longer.

The Thing is when I play China he lives and germany has a strong empire in Europe and they dominate and could win while when I play USSR he dies no problem without me noticing |
