Well, some of them are HISTORICALLY correct, Rommel in Cologne in 1939 makes sense as Battle of Dundirk he was there, but greatly dropping Axis rank in 1943 IS cruel. Manstein in Kiev/Minsk in 1943 makes sense due to Battle of Kursk, etc., Vatutin in Saratov though... can it still be expained with Kursk?

Max Otto von Stierlitz , Tito , Exactly! At least they should spawn the generals on units respective to the city's level and industry, or just spawn them somewhere else. You realize this is simply a lazy way to boost the AI's 'effectiveness' against the human player, right? It's pretty normal for a game to give the AI unfair advantages (such as spawning an ENTIRE academy, come on!) or production advantages such as not needing oil in campaign missions. The mod (Glory of Soldiers) proves its point where you end up controlling ALL of the units on your side without an AI, your oil runs drastically low in the first 2 turns and you have to select which units you value the most to move them up toward the battlefront. For conquests, the AI do at least play fair with resources though, when they run low on gold, they don't spam paratroopers THAT MUCH, or even better... less nukes.
