If you just started, the only gen worth to buy which you can afford is Crear. However, buying him you will waste some medals, as quite soon you will replace him with better. It's not hard to get enough medals for better gen. I recomend you to buy Badoglio as first gen. You will replace him too, but only in the end of the game.

Lvl4 plain fighting
That plain fighting part is the best because plains are like everywhere
You can deal additional damage I f you wanna check him out without buying him just play as Canada in world domination mode and find out
Try to get GREIM for air strikes
Available at the Berlin military academy
And OZAWA for naval (Japanese military academy)

Newbie Badoglio ( If you totally newbie or like explosive ) or Crerar ( If you have decent knowledge about terrain ), Then Ozawa ( Navy and air till late game, you can buy him only as starter generals if you good at this game ) , Then Govorov or Guderian ( Buy either of this 1st then the second ), If you buy govorov and stuck when trying to buy Guderian , buy valutin.
For more experienced player , Govorov(1st/2nd) , Ozawa(1st/2nd) , Guderian ( not recommend as 1st choice, because it way too hard and he not that useful until the appearance of heavy tank and Cold war )
