And The Light Bringer, there is no way at all that you can look at it that Australia ever has three capitals. It does not, never has had and never will. Not technically and not in any way.

Well, different capitals exist when different government functions are performed at different places. The seat of Bolivian judiciary and executive branches is in La Paz, while the legislative is in Sucre.
I don't think the Australian federal government, Parliament, and judiciary have their seat at different cities.
If we count territorial capital, the number goes to 8. I suppose if we ignore every part of Australia bar the ACT, NSW, and Victoria it goes to 3.
Counting historical capitals, only 2.
