Just figured out how it happens:
Damage is reduced by 25% when unit loses 1/2 hp, 3/4 and 7/8. Like this: health=50% - damage=75%, health=25% - damage=50%, health=12.5% - damage=25%. For sure this applies to unit's base damage. I think it also applies to damage gained from gen's stars, but don't applies to damage gained from gen's skills like plain fighting, guerilla etc.
