Interesting theory there yuanzhong, and you are correct. The 5* for movement version of Isabela can move heavy/seige 5 hexes with 2x horse artillery items. The 2x doesn't seem to impact the light artillery movement where she can go 5 hexes with just 1x horse artillery and isn't helped by the extra item. It seems then, that we can say that 5-hexes is the movement cap for all artillery.
I don't know if the extra move-training stars are playing into this, because I only have the one maxed-out version of Isabela to test.
Tried the same experiment with Sophia and she seems to be capped out at four hexes, even with the two items, so it seems that Isabela retains her movement edge apples to apples against all other artillery generals.

Using the equation, of 3 move points per hex (on the plain, or with geography): 5 (move stars) +2 (item) +2 (item) +2 (engineering)=11 move points. Light artillery has 6 move points, heavy has 5, so she gets 5 hexes either way

Yes, the math wasn't in question, it was whether Isabela would be subject to some sort of hard limit.

The ultimate way to test this is of course to hack a movement item, set it to yield some absurd number of extra movement points, then give it to an appropriately qualified and assigned general equipped with War Horse and see what happens. With a high enough value, one should by this reckoning be able to go from Cadiz to Moscow in one move. If we are going to have armoured cars and ironclad warships in the nominally Napoleonic era, why should we not go one extra step and have a Paratrooper item, at least in a mod? IIRC the idea of aerial assault troops was first mooted by Benjamin Franklin, so the concept isn't anachronistic, nor (given the existence of the Montgolfier balloon) is the technology - sort of. Of course it would have to be fiendishly expensive...

It's amazing. I roll with Golitsyn, Sophia, Isabella, and Kate, and I've beaten everything until Restoration of Empire. I just love to have 3-4 artillery generals pounding the daylights out of one hapless enemy general. Truly an awesome feeling.
I have Golitsyn and Sophia. I had Kutaisov but then got Sophia and made her 3 at artillery. She moves 3 grids in a rocket!

So,im now stucking at Assault on French,i dont understand,how i should win this match,every time i just kill all the generals and then run out of time,so i decide to buy the best arty general,with him i should be able to do the mission,you have ideas,which i should buy? PS:I have 1800 Medals There are many choices. Grouchy, Scharnhorst, Drummond. If you would like to spend emblems, get moreau. If you want to get a princess, do a conquest and get Sophia, Kate or Isabella.

I agree with ivan konev.
If you wanted to spend emblems for an artillery general, get davout. He is really good once regrouped. I just watched him beat down napoleon without losing half is health, and moreau also without diffuclty in the campaign.
He is so good, I rarely play a conquest without him. Even sophia cannot out do him. He has geography which make him not afraid of terrain, and if you regroup him once with a move trainer, he can move three hexes. Plus he is the only artillery general with assualt art which is really powerful.
Moreau also isn’t bad, but he is inferior to davout.
As for non iap Princesses: Isabella (best artillery general in the game, like moreau except with geography), Sophia (massive damage but slow) (easy to unlock) Generals 2nd tier: there is really no recommended artillery general that holds a candle to the princesses here. However if you buy someone, get Scharnhorst. Generals 1st tier: Carteux (pretty much napoleon without banner), Marmont (Grouchy), Kutaisov (best trainer)
Hopefully that helps. Do not get mortier

Hmm, I would say that war horse + 5* arti Nelson does some works as well. With the leadership skill, he can tank without being demoralised by cavalry. Also, with accurate only, his damage is only inferior to Moreau IMO (without taking assault art into account). So a war horse and a potent gunpowder/snare drum (depends on the situation/the items you have), he would just farm the damage from the enemy

Plus my fastest moving general is an artillery general (Isabella), so if she had leadership instead of ballistics it would help her out a lot.

Of course it would have to be fiendishly expensive... An entire year a half later, I would like to say that cities in WC have health while EW4 cities do not. Therefore paratroopers would be insanely overpowered as you can just fly into an enemies undefended city, factory, even their capital. And worse, they can do the same to you. Say you're playing as Portugal and take over Iberia and France sends paratroopers into one of your western cities. Then you look back 5 turns later and you lost half your territory.
